[Workbench] [UNC] Copying collections also copies metadata

Description

UNC organizes/queries data using tags. Right now copying a collection only copies data, not metadata. UNC thought it makes sense to copy the tag names over as well.

Exclude permission links, but copy all other attached links to the target collections.

Also do this for moving a collections to fix the current bug where tags can become invisible after a move.
