[Node Manager] Support ephemeral additional storage for Azure node types that do not have sufficient instance storage

Description
The steps are:
- add a feature to node manager for Azure to add arbitrary amounts of disk to compute nodes when they are created (note that max volume size is 1TB). There are also limits
- when the node is shut down, node manager needs to delete any extra volumes it created.
