[Crunch2] crunch-dispatch-slurm gives an unusual error message when it can't run squeue

Description

For example, if squeue is not executable because slurm is not installed:

2016/10/17 05:59:20 Error reading from squeue pipe: read |0: bad file descriptor
2016/10/17 05:59:30 Error reading from squeue pipe: read |0: bad file descriptor
...

If we can't even run squeue at all, we should print an error to that effect.
