In 10079, we "disabled" refresh for a running pipeline so that the pipeline display scales for large pipelines as well.

However, it would be desirable that we "enable" refresh if the pipeline is "small" per option 3 in https://dev.arvados.org/issues/10079#note-9 ---- "Disable refresh (and display note) if the pipeline has >200 jobs. For smaller pipelines, display them as before and enable refresh. Make 200 configurable. This dual behavior would need resurrecting the removed code and adding the switching behavior based on size and adding one at least one test to verify both behaviors."
