crunchstat-summary should explain why "(no report generated)" when possible

Description

One possible case where a report isn't generated is when the job runs for such a short period of time that no stats are logged (at least until #7845 is implemented). crunchstats-summary should be explicit about the reason for a report not being generated in this case (and any other easily identifiable cases).
