Description

Support import of tools from tool registry API.

https://github.com/ga4gh/tool-registry-schemas

Initial capability: add support using arvados-cwl-runner at the command line to fetch a CWL file from GA4GH tool API over HTTP and import it to Arvados with existing --create-workflow feature.

Could use the resolve_ga4gh_tool function from this branch:
