Windows file system driver for Keep (arv-mount equiv)

Description

As a user who wants to be able to run mass spectrometry software on data stored in Keep, I'd like to have a Windows file system driver so that I don't have to download files.
This only needs to provide read-only access.

Some possible FUSE-like user-mode Windows file system drivers which could be used include:

https://github.com/dokan-dev/dokany
https://github.com/billziss-gh/winfsp

An implementation could leverage one of them in conjunction with the Arvados Go SDK and Go/C bindings as a way to do an implementation.

Since Windows boxes have WebDAV support built in, providing WebDAV support in Arvados is a more efficient and reusable way to support Windows users.
