mandatory keep_web configuration missing from workbench install instructions

Description
It seems that one of keep_web_url or keep_web_download_url are now mandatory in order for workbench to start, but they are not mentioned in the online installation documentation for workbench: http://doc.arvados.org/install/install-workbench-app.html

I see now that it is mentioned much much later in the install guide under http://doc.arvados.org/install/install-keep-web.html but if it is mandatory for workbench to start, this really needs to happen before workbench is configured, so perhaps the solution would be to move keep / keep-web configuration to before workbench and then add this configuration to the workbench install docs?
