Lightning

There should be some testing for the programs in the tile-npy subdirectory in the l7g repo.

There should be some test band files, 2-5 say, that get consolidated into tile path numpy arrays with band-to-matrix-npy, which then get consolidated with npy-consolidate and then get converted to high quality arrays and 1hot vectors using npy-vec-to-hiq-1hot.
