[Workbench] Use selenium for keep-web tests

Description
Keep-web fail when run in Arvbox, due either to bugs in PhantomJS or some other interaction with the container environment. With selenium, these tests pass.

Passed tests here:

But now able to pass workbench tests in arvbox as well.

It looks like upgrading Arvbox to PhantomJS 1.9.8 also solves the problem, so I'm going to close this.
