[Composer] New workflow / new command line tool buttons can be used

Description
The "New workflow" and "New command line tool" buttons require selecting a "Destination path". The user must be able to select an Arvados git repository.
Investigate providing a system interface which corresponds to the electron local file interface, see #12524
