[Composer] js-git porcelain API

Description
Provide a "porcelain" (highlevel) API for js-git. Basic operations: clone, add, commit, push.
Also investigate providing a file system interface which corresponds to the electron local file interface, but supports opening and saving to Arvados git repositories instead of local files.
