Update at branch 12932-sync-platform-data-message - commit 3ef0d971

The fetchPlatformData ipc call seemed to not do anything, so the callback to reset the message wasn't ever executed.

Thanks, looking into this further, I think the actual solution is to implement the Refresh button (https://dev.arvados.org/issues/12831) and override GlobalService with our own module, which will include fixing message display.
