Create a CWL pipeline to check the tile assembly.

We've seen some bugs in the tile assemblies, with some positions being non-decreasing or other issues. This CWL pipeline should encapsulate some basic "sanity checks" on the data to make sure things reasonable.

This is not meant to be an exhaustive test but a small test of the resulting tile assembly so we have some reasonable assurance of data integrity.
