[Workbench] Uploader should have a timeout

Description
The collection uploader in workbench tends to fail silently when it cannot contact the remote server (browser security policy tends to mean no information is returned). The uploader should have timeouts so that it can at least indicate to the user that a failure (probably) occurred.

We probably only want to address it in the existing code base if we think it'll be reusable for workbench2.
