Create CWL SGLF tile library pipeline for creation and merging tile libraries

Description

Take the CWL pipeline in cwl-version/tilelib and get it into a state that's usable.

This should include:

  • working scripts to create an SGLF tile library from FastJ sources
  • working scripts to merge an SGLF tile library created from FastJ sources into a pre-existing SGLF tile library
  • the CWL to run it as a workflow for both the creation and merge
  • a small test data set (consisting of 4-10 datasets, say) to make sure things are working properly
  • documentation to run and a brief description of the contents of the directory containing the CWL

The majority of this work is already done. The first two bullet points in the above might already be covered (with minor edits) in the pre-existing CWL and scripts present.
