As a user I would like to be able to get system item (collection/project/workflow) details
so that I could see common item information

Acceptance criteria:
- service for getting item common details (see http://doc.arvados.org/api/resources.html)
- when user is inside specific project, system displays by default information in details panel about current location (project details)
