[CLI] arvados-server "metrics" subcommand

Description

Get current metrics (in prometheus text format) from all arvados services that export metrics at /metrics, display them on stdout, and exit non-zero if any errors were encountered.

Multiple services export the same metrics, so make them unique by prefixing each entry with host_port_.
