[Workbench] Display information when page doesn't contain any content

Description
As a user I would like to see information from system when page is blank
so that I will be informed if system is working properly
Acceptance criteria:
- information "Your project is empty. Please create a project or create a collection and upload a data" appears in the middle of the page
- notification disappear when some content is provided
