[Controller] Keep database in tune

Description

Some postgresql defaults (like autovacuum) are not very suitable for Arvados use patterns. By default Arvados should adjust PostgreSQL tuning parameters according to current table sizes and expected access patterns. A sophisticated operator should still be able to disable automatic tuning and do it manually.
