error page with (very) old layout on api server

Description

If an api server is configured to talk to an sso server, and for whatever reason the 

sso_app_id
  sso_app_secret

value(s) do not match what is configured on the SSO server, and a user tries to log in, then the user ends up on a page with layout from 2013, including an incorrect logo. The login links on that page do not work. See attached.
