[Workbench] Show expand icons only for expandable tree nodes

Description
As a User
I would like to see tree node expand icons only if the nodes are expandable
So that I see which projects have sub-projects.
At the moment the tree starts with all projects having expand icons. Quite often the tree structure is not nested and the expand icons give the wrong impression that there are nested sub-projects.
