On user info page, clicking "Promote" should reload that page, not load the edit user page

Description

On the user info page ("https://my.personalgenomes.org/admin/users/#{userid}")

Clicking on "promote user" loads "https://my.personalgenomes.org/admin/users/#{userid}/edit" with a "user promoted" message. But there's no user-promotion ability on this page, nor enrollment stage info.

It should instead reload "https://my.personalgenomes.org/admin/users/#{userid}"
