[SSO] Login fails when configured with only the local provider

Description
When configuring a fresh arvbox instance, I'm not being able to log into workbench.
The error message from the browser is Not found. Authentication passthru. on the following URL: https://172.17.0.2:8900/users/auth/local
Fix at commit:f3adc05 - branch 14703-local-provider-failure (SSO's repo)
Fixed the providers list check so that when only :local database is included, it redirects the user correctly.
