[SDKs] [R] Missing stylesheet in R SDK docs

Description
Several problems, which must be fixed sequentially to avoid stopping the build pipeline:
- R stylesheet is missing from the generated docs (https://doc.arvados.org/sdk/R/arvados/Arvados.html references https://doc.arvados.org/sdk/R/arvados/R.css → 404)
- ci.curoverse.com Jenkins worker image does not have linkchecker installed (needs "apt-get install --no-install-recommends linkchecker")
- run-tests.sh skips the dead-links test (instead of failing) if the linkchecker program is not installed

As far as I can tell, there is a common stylesheet called R.css that goes with the R generated docs, but none of the scripts we use copy it into place. So I guess we just need to fix that.
