Description

The "Workflows" page should allow the user to choose collections from any cluster (#15353)

Controller should be enhanced so container requests can have Arvados automatically choose which cluster to run the container based on a strategy such as least expected data transfer.

Stretch goal: #14374 should make it easy to add a merged view of workflows across all clusters, so that users can pick and run a Workflow defined on any cluster.
