16108-favorites

Update API documentation to describe "star" links (favorites) and public favorites.

Tweak wb1 and wb2 query for favorites to filter by owner_uuid instead of by tail_uuid.

Both branches LGTM, just one comment:

On the documentation, example cluster's id could be written to ‘zzzzz’ to maintain consistency with other parts of the docs. (there're other real cluster id examples, but at least we can incrementally enhance consistency on this story)
