Description
When a user double-clicks on a file in the file listing the default behavior should be to open in a new tab in the browser, not open a download dialog.
keep-web has some particular rules about safely displaying files to avoid cross-site-scripting attacks that forces downloads in some cases, so test on files which are public; eg shared with the "anonymous user".
