Add --project-uuid when starting workflow

Description
When starting a Workflow through workbench, it constructs a container request that run `arvados-cwl-runner` with various command line options. One of the command line options needs to be `--project-uuid` which tells it which project to place the intermediate files. This should be the same as the project owner_uuid for the container request.
