[keep-balance] "underreplicated blocks" are overcounted in log messages

Description
Currently, any block that's being pulled is counted as "underreplicated" in keep-balance's summary logs. But sometimes blocks are being pulled in order to correct rendezvous hash distribution, even though the existing replication level is sufficient. Such cases should not be reported as underreplicated.
