File context menu on read-only collections only shows a 'Download selected' action (that doesn't work)
Description
On read-only collections the files context menu should show read-only actions like 'Download' and 'Open in new tab' but instead only offers a 'Download selected' option that doesn't work.
I've tried back tracking commits until #16118 merge with a newish arvados version and the behavior is the same. Then I tried arvados-workbench2|8e504f3c3179a389e131d06240adb3fa3da3df74 and it didn't work (maybe because it isn't compatible with the newer arvados).
This feature was supposedly working when #16118 was merged, and most probably isn't tested enough.
