closed[centos7] use python3 package from the base repository
Description
Arvados packages for CentOS 7 were using SCL to install python3. As python2 got to its EOL, python3 is already available in Centos' base
repository.

This was a bit rough. I copied the branch to 17047-centos-remove-rh-python-dependencies so that it follows our convention.
I fixed a number of bugs until all the CentOS7 packages built and tested locally. I added an entry to the upgrade log explaining the packaging change. I reverted an erroneous change to an old entry in the upgrade log.
All that is pushed in fe3a451ad1d3613fd0953919fc44e5df18219fc4 on branch 17047-centos-remove-rh-python-dependencies, and it is good to merge, thanks.
