[salt][provision] crunch-dispatch-local is missing the config file

Description

As described here, the service file for crunch-dispatch-local is missing the initial parameters.

As the version of the formula was created before #16996 and #16995, the local service is failing to start correctly.

Needs to be fixed and updated
