This LGTM.

Created a wb2 branch 17343-disable-wb1-on-tests that adds the new param and ran the tests at developer-tests-workbench2: #392 -- sadly it doesn't seem to save a significant amount of time.

Comparing builds 391 and 392, this change reduced the "launching arvados in test mode..." interval by nearly half, from 3m33s to 1m50s. That's only ~20% of the 10m setup time before wb2 tests actually start, but still seems worthwhile.
