Make sure dev packages don't get included when making the production build

Description
When running a release candidate building job (eg: workbench2-build-release-candidate-package: #44 /console) we got an error that node 10.x was required to be able to install cypress.
The release building process shouldn't ask for dev packages and their dependencies.
