[deployment][packer] compute-images script fixes
Description
the packer compute-image script needs a few fixes:
1. apt fails to wait for locks to be released: when running on base-images that have some sort of init scripts that install/remove packages, apt-get fails with a lock error.
2. There's a section regarding python3-distutils that should be removed now that #16611 is fixed.
3. python-arvados-fuse should be replaced with python3-arvados-fuse
