[controller] seems to have a really long timeout for its db connection

Description

Several minutes, at least?

Controller should return with a reasonable error message within a few seconds when it can't connect to the configured database.

Tom: whatever the timeout is, we could also log "couldn't correct to postgres, still trying..." after a few seconds
