[a-d-c] when a cluster supports preemptible nodes, there should be a knob to allow the user to choose the use of preemptible nodes, or not

Description

Right now, it's all or nothing: `UsePreemptibleInstances` can be true or false. Maybe we should redefine this as 'always', 'never', and 'let the user decide'. For the last option, the default should probably be configurable in the config file.
