Customer request to add a flag to enable case-insensitive matching of usernames for arvados-sync-groups.

Test run: developer-run-tests: #2695 
- Adds
-case-insensitive flag so it matches usernames without regarding casing.
- When using this new feature, if there's case insensitive username collisions, the tool will error out to leave it to the admin to solve the problem.
- Adds tests.
