Should the Loading Progress bar always be shown?

Description
The red progress bar shown whenever some api call is running can leave the impression that the page is not fully ready. However several of these calls, e.g. getting shared users and groups sometimes takes a while even though the page is already usable.
I suggest to disable the loading bar for some of the api calls (background calls not impacting the functionality).

Resolved as it no longer spins on every API call but instead based on logical start/end of loading a view.
