Copying a folder in collection file browser results in empty folder

Description

  1. Visit a collection that has a file inside a folder
  2. In the file browser, click on the check box next to the folder
  3. Use the command "Create a new collection with selected"
  4. A new collection will be created with the folder, but the folder will be empty. This is a bug.
