wb1 & wb2 should always submit workflow runner without reuse

Description
wb1 and wb2 submit the workflow request without setting "use_existing"
the database (!) defaults use_existing to "true"
This means that when submitting through the web interface, it can reuse the top level workflow runner. This is not what you want, and is inconsistent with the behavior of arvados-cwl-runner.
