arvados-client diagnostics cmd should load host/token from config file if available

Description

Especially during installation, running arvados-client diagnostics on a server host is an obvious thing to try. In this situation, API host and system root token are available in /etc/arvados/config.yml. We can remove the tedium of pasting them into ARVADOS_* env vars by adding a flag like arvados-client diagnostics -root to load them automatically.

...with an unrelated diagnostics improvement: if there's no wildcard in the webdav ExternalURL, warn/skip the id-in-vhost test, instead of reporting a confusing error about an ID-less URL that could never work.
