Check salt formula's login-sync cron job setup.

Description
Two things I saw that require some investigation:
- It seems that in the first run of the
installer.sh
script, the cron job wasn't set up. I say "it seems" because I logins weren't working, and I looked into /etc/cron.d/
and there were no arvados-login-sync
file in it... but on a consecutive script run, logins worked ok.
- Why
arvados-login-sync
cron job is installed as a root
user cron job instead of a system cron job.
