Uneven captialization for documentation section titles

Description

Our documentation sections have uneven capitalization. I would suggest the standard of capitalization like titles except in the case that it is a sentence. For example ->
Access an Arvados virtual machine -> Access an Arvados Virtual Machine

It shouldn't be hard to fix and will make the documentation looks more professional.
