Noisy validation errors in runtime status

Description
Workflows with things like unrecognized hints (because they are hints for other platforms) can produce a lot of validation warnings that are suggest something is wrong with the workflow, but are actually just noise.
These should be reported differently to avoid confusion.

- Warnings on the "salad" logging channel (which are all the validation warnings) are not sent to runtime status.
developer-run-tests: #3365 
Test package with #19688, #19699 and this fix for noisy warnings.
Assuming that no warnings from schema salad are super important, this LGTM.
