Description
Ensure all public classes, methods, and functions in the arvados.cache module have docstrings in our style.

This seems really low-priority. It looks like this module is primarily for internal use in building the Arvados API HTTP client. We might consider explicitly marking it as an internal module with a leading underscore instead.
