Shows "Cancelled" when state is unknown, not loading all the states for subprocesses

Description
The control that shows container state defaults to "cancelled" when the state is not known (related -- #19273).
The control should say "Unknown" if it is actually unknown.
It also appears that it is not loading the containers for all the subprocesses, as a result, entries in subprocess list appear as "cancelled" (per previous bug) instead of their true state.
