I've found one other code that might be triggered by the a-d-c activity, wdyt? (From https://docs.aws.amazon.com/AWSEC2/latest/APIReference/errors-overview.html)
InsufficientVolumeCapacity: There is not enough capacity to fulfill your EBS volume provision request.
