crunchstat puts all the stats it records in Prometheus

Description
This enables richer reporting and querying than the plaintext logging we have now.
- Related to Idea #20389: Container/compute node stats recorded in/reported from Prometheus added
- Blocked by Idea #20390: Let users view Prometheus stats through an Arvados API endpoint with permissions check added
- Blocks Idea #20392: Workbench 2 displays container performance metrics from Prometheus statistics added
